Are You Eligible for the New Canadian Dental Care Plan? What West Shore Residents Need to Know

CDCP Coverage Plan

Have you ever had a dental problem that crept up on you without signs or symptoms until it became severe enough to warrant a medical emergency?

You can prevent these dental emergencies from occurring through routine dental care. However, many families in the West Shore area often postpone their routine check-ups because they do not budget for the unexpected dental expenses.

The federal government introduced the Canadian Dental Care Plan (CDCP) with the goal of providing access to affordable and necessary oral health care. This initiative can help you and your family in Langford by knowing all necessary aspects, including eligibility requirements and how to make use of the benefits.

What is the Canadian Dental Care Plan (CDCP)?

The Canadian Dental Care Plan (CDCP) is a federally funded initiative put in place by the Government of Canada in December 2023 to improve access to and affordability of necessary dental care for families with lower to middle incomes.

The CDCP provides millions of eligible residents with access to a public dental benefits program, which provides insured Canadians who do not currently have access to private dental insurance a means of receiving reimbursement for their dental treatments.

Most dental care services will be covered by the CDCP based on your adjusted gross household income (AGI) as either a significant percentage of the cost of everyday dental care services up to 100% of the cost, based purely on your AGI.

McCallum Dental participates in the CDCP program by offering a judgment-free and digitally enhanced clinic where all insured patients receive their dental service compensation directly from the government through direct billing, making it easy to receive services covered by the program without any difficulty whatsoever.

Who is eligible for CDCP?

To qualify for and utilise your services with us under the CDCP, you must meet the criteria below:

1. No Private Insurance: You cannot have coverage of dental insurance through your employer or school, or if your insurance was acquired through the pension plan, or purchased on your own.

2. Income Level: Your adjusted family net income must be less than $90,000 per year.

3. Tax Status: To qualify for this program, you must be a Canadian tax resident and have filed your income tax return from last year.

4. Age and Phase of Eligibility: You must be in the phase of eligibility for applications at this time. The program started by providing applications to seniors (adjacent to 65 years of age), children (under 18 years of age), and disabled residents possessing a valid disability tax credit certificate, before expanding to other eligible adults.

5. Provincial Plan Coordination: You may still apply for the CDCP if you are receiving government (provincial/territorial) benefits, including dental benefits. You are only excluded from the program if you also have private insurance.

Assessing the Options: CDCP Pros and Cons

While the CDCP represents a major advancement in Canadian healthcare. It is equally important to know the many advantages of the overall policy and its constraints on operations.

Advantages (Pros)

  1. Financial Relief: It greatly reduces or eliminates altogether the costs associated with routine cleaning, filling, and X-rays from general dental visits for lower-middle-income families.
  2. Focus on Prevention: By providing a plan for routine diagnostic care, it allows for the early diagnosis of any potential oral health problems before they become expensive and painful emergencies.
  3. Streamlined Direct Billings: Clinics like McCallum Dental bill directly to Sun Life Insurance (Sun Life Assurance Company of Canada, which is the private insurance company chosen by the Canadian government to manage and run the CDCP network). Thus allowing you to avoid paying the total amount at the time of service and waiting several weeks for a government reimbursement cheque.

The Limitations of the Program: There Are Reasons Why It is Not Good for You

  1. Not Everyone is 100% Free: If your household income is between $70,000 and $90,000. You will have to make a co-pay for the fee ranging from 40% to 80% of the total fee.
  2. The Fee Guide Difference: The Clinic uses its own unique government fee guide to determine how much it can pay to the dental office. In some cases, this fee will be less than the standard BC Dental Fee Guide, and the patient will have to pay the remaining balance out of their own pocket.
  3. Pre-Authorization Delays: For complex treatments such as root canals, heavy scaling, or dentures, you will have to get approval from the government before the beginning of your treatment, which may delay your treatment time frame.
  4. Limited Scope of Coverage: Some cosmetic treatments (teeth whitening and veneers) and orthodontic treatments (braces) will generally not qualify as routine treatment under these programs.

What dental services are covered under CDCP?

The following services are covered under the plan to improve your dental health. The covered services are:

  • Diagnostic Services: Includes an initial examination, X-rays (except emergency check-up), and other diagnostic tests, with no pre-authorization requirements.
  • Preventive Care: Covers regular teeth cleanings, scaling, polishing, fluoride treatments, and sealants; no pre-authorization is required.
  • Restorative Care: Covers both permanent composite (white) and temporary fillings; no pre-authorization requirement.
  • Periodontal Care: Includes root canal therapy and deep scaling of your gums; however, some complicated or root problems may need pre-authorization.
  • Oral Surgery: Covers the cost of tooth removal and surgery to remove wisdom teeth. However, some surgical procedures may require pre-authorization.
  • Dental Sedation: Covers the cost of nitrous oxide (laughing gas) or oral sedation. However, your dentist may require pre-approval if the number of sessions exceeds typical.

Will I have to pay anything out of my pocket even after having CDCP?

The CDCP pays for all dental service expenses according to CDCP fee rates. That said, there could be co-pays depending on your adjusted family net income. The percentage of the total bill you will owe directly to our clinic is based on:

1. Less than $70,000: You will only have to pay 0% of CDCP fees. All fees covered by the CDCP

2. Between $70,000 and $74,999: 40% is your responsibility, and 60% is covered by CDCP

3. Between $75,000 and $79,999: 60% is your responsibility, and 40% is covered by CDCP

4. Between $80,000 and $89,999: 80% your responsibility and 20% covered by CDCP

FAQ’s (Frequently Asked Questions)

Ques.1: Is the CDCP a totally no-cost dental initiative?

Ans: No. It is a cost-sharing program that may have co-pays (40-80%) based on income. If the dentist charges above the Federal Fee Guide, there may be an additional balance owing.

Ques. 2: I currently receive provincial dental benefits. Can I participate in the CDCP?

Ans: Yes. The CDCP coordinates with British Columbia’s provincial social assistance benefits, allowing you to maximise your coverage under both programs. You are only ineligible to participate in the CDCP if you have a private insurance plan.

Ques. 3: Who manages my benefits through Sun Life Assurance Company?

Ans: The program is funded by the government and administered by Sun Life Assurance Company of Canada. Sun Life handles the clinic’s claim submissions, completes required documentation, and issues your physical member card by mail.

Ques. 4: Does McCallum Dental offer direct billing for CDCP?

Ans: Absolutely! We will directly submit your claim to Sun Life using their secure system. All claims will be processed so you are only responsible for your portion (if any) at the time of your visit.

Ques. 5: Are cosmetics or braces included in the plan?

Ans: No, the CDCP does not cover cosmetic treatments and braces. The CDCP covers only the cost of medically necessary dental services, such as cleanings, fillings, and, in addition to those medically necessary services.

Ques. 6: Why do certain dental services need to be pre-authorised?

Ans: Because certain services are complex in nature, such as root canal therapy and dentures, the government must approve these services before the commencement of treatment.
